New dev model implementation

Today's update fixes the player development model that was released with USB back in June. They found an error and it hasn't worked as expected.

With today's update, we are presented with 2 options:

Option A: Do nothing. Dev will be applied going forward, underdeveloped players due to the error will just cycle through the system. This is the most fair because it affects everyone equally.

Option B: "Superflip". This option applies the corrected dev model to existing players by giving them 1-3 extra flips worth of dev, to catch them up to where they should have been. This will only affect players under 30 years old and thus will benefit young and rebuilding teams more than veteran teams.

If option B, we have to decide and let devs know by Friday 1/27.

Even though a good chunk of my roster is over 30, I'd rather get guys where they should be, so option B

Looks like I was mistaken that it won't affect players 30 and older, but it will affect them LESS.

Done and we're set. FYI, I will probably pause the league so that our regular flip is after the update, if we're going to flip before then, and I think we would.
