Is there a correlation to league settings and FA's?

I've been the commish for Blue Chip Baseball for 40 or so seasons and I have noticed no real dropoff of virtually any FA quality, age ranges or age in respect to before the update. It's actually pretty remarkable since I am in several other leagues. The mid season draft might even be more extreme, with it being much closer to having the ability to draft players that for the most part are similar to the pool of draft picks as before. Most, if not every other, league I'm in is dramatically different with super low potentials almost no matter the age. I welcome anyone taking a look and proving me wrong, I'll gladly relinquish my beliefs if it can be pointed at my imagination.

The league changes last year did lower the salaries dramatically for some teams. That placed some teams well under the salary cap, allowing them to scoop up many FAs. So the remaining FAs are therefore of lower quality than before.
