    Proposed new Remake rules

    The committee is proposing an update of the Remake Rules. This is primarily to reflect ad-hoc changes that have been made during the years, but not formally written into the rules, and also to reduce the size of the rules to make them more accessible for people to read and easier for the committee to implement.

    The rules are being posted here for comments and feedback, that will be taken throughout this (the 2115) season. Please provide any comments you have on the rules by the end of August 2115 sim date. The new rules, with any changes/additions due to feedback received, will then be voted upon during the 2115 post-season to officially come into effect in 2116. If there is a lot of feedback and discussion, this timeline may be pushed back.

    Below are the new rules, as there are such major changes they are presented as a 'clean' set, rather than showing the changes from the current rules. The current rules can be found here.

    Main changes from current rules:
    • Generally try and shorten and simplify language and structure
    • Decrease size of committee from 10 to 7.
    • Change the title and role of the ‘Head Commissioner’ from Remake Commissioner, which was previously responsible for MLB tier also
    • Remove experience requirements for Commissioner roles, and also allow Head Commissioner to vote on league matters
    • Cut out unnecessary clauses, in particular: in the owner rules section, draft section, and complete removal of the ‘pitcher rules’, ‘strikes’, ‘promotion’, and ‘Broxton award’ sections. The parts of these sections to continue can be found in other sections of the rules
    • League voting is no longer mentioned, under the assumption it would not be compulsory
    • Change the minimum win penalties from “removal of team” to the more specific ‘demotion from MLB and AAA, and promotion block from AA for 3 seasons’
    • Updated the ‘draft board’ posting from “before the release of the draft list” to “before or immediately after the draft list”

    PROPOSED NEW REMAKE RULES

    1.0 Remake Community Definition

    1.1 The aim of the Remake Community is to have seventy-two (72) unique members, twenty-four (24) in each of the three (3) different leagues: MLB, AAA and AA.

    1.2 The Remake committee shall consist of seven (7) members:

    1.2.1 One (1) Head Commissioner

    1.2.2 One (1) MLB Commissioner with one (1) MLB Committee member

    1.2.3 One (1) AAA Commissioner with one (1) AAA Committee member

    1.2.4 One (1) AA Commissioner with one (1) AA Committee member

    1.3 Whenever there is an opening for any Commissioner or Committee position, the Remake Commissioner shall open a nomination thread for the position. The nomination thread shall stay open for a minimum of 7 calendar days. After nominations are closed, the Remake Commissioner shall open an election thread for the position. The election thread shall stay open for a minimum of 7 calendar days. The election thread shall list all nominees for the position and, in addition, give an option for a write-in vote. All votes for any Commissioner or Committee position will be made publicly on the election thread.


    2.0 Remake Commissioners and Committee members

    2.1 The Head Commissioner is the head of the Remake Committee, and the MLB, AAA and AA Commissioners are the heads of their respective leagues.

    2.2 All 72 team owners of the Remake Community will have the opportunity to vote upon the four Remake Commissioners.
    2.3 All four Commissioners may be from any of the three leagues in the Community.

    2.4 If the Head Commissioner owns a team in the Community, they shall not be involved in any decision which materially impacts their own team. Any decision of the Head Commissioner believed to improperly impact their own team may be revoked by a majority of the other members of the Committee on the basis that the decision did so."

    2.5 In any situation where the Head Commissioner resigns or otherwise is unable or unwilling to continue to serve as Head Commissioner, the Remake MLB Commissioner shall assume the duties and responsibilities of Head Commissioner until a new Head Commissioner is elected. The duties of the Interim Head Commissioner shall be to perform all of the duties of Head Commissioner and to assure that a proper election for a new Head Commissioner is conducted as soon as is practicable.

    2.6 The Commissioners, and Committee members, will serve six season term lengths. A call for nominations will be released every six seasons for new candidates for positions. If no nominations are received the existing post-holders will continue to serve. There is no restriction on the amount of terms that can be served. Outside of election seasons, post-holders can be removed through a majority vote of the committee.


    3.0 Commissioner and Committee Powers

    3.1 All decisions made by the Remake Committee and Commissioners must be made in the fairest judgment.

    3.2 All decisions made by the Remake Committee and Commissioners are final once they are posted on the public boards

    3.3 The Committee members and Commissioners in the Board Room must bring all decisions to a vote.

    3.4 Any disciplinary or other actions that occur at a tier level will be administered by the commissioner of that tier.



    4.0 Commissioner and Committee Responsibilities

    4.1 When teams become available at any level, the commissioner at the lower level must provide the committee a Short List of owners they feel are worthy of promotion.

    4.2 A consensus agreement will be sought by the committee on the owner to be promoted. If this is not possible the promotion will be put to a committee vote.


    5.0 Owners Performance Minimums

    5.1 All 72 team owners must have a minimum of 50 wins per CSFBL season. Failure to meet the 50 wins minimum will result in the demotion of an owner from MLB or AAA, and a promotion block on a AA owner for three seasons.

    5.2 All 72 team owners must have a minimum of 180 wins in a three (3) year span. Failure to reach 180 wins in a three (3) year span will result in loss of said team.

    5.3 Owners are immune to the single-season minimum win rule the first full season they are in a league, and from the 3-year total for the first three full seasons they are in a league.

    5.4 Owners have the option to appeal a pending demotion based on the minimum wins requirements, by writing an extenuating circumstance case to the committee for its consideration.


    6.0 Owner Rules

    6.1 All Community members must maintain a high standard of respect towards other Community members, and to all members of the entire CSFBL community at all times.

    6.2 If an owner does not log in for 2 real time weeks without notifying a commissioner of his absence in advance, the commissioner must try to establish contact with the owner. If the owner cannot be reached within 4 real time days, the commissioner may remove the offending owners team from his franchise

    6.2.1 Team owners must not leave their team in the hands of another owner for more than two (2) weeks. Any team owner who plans on using a temporary owner must gain Board approval before the team can be transferred over.


    7.0 Trading
    7.1 All trades must help both teams. Any trade may be challenged by a community member, Committee member or Commissioner. The owners in question must then provide valid arguments as to the purpose of the trade, and the trade may be rejected by a majority committee vote.

    7.2 Draft picks may be traded for up to two (2) drafts ahead
    EX: it is before the 2006 draft, picks for the 2006 and 2007 drafts are eligible for trade.
    EX: it is after the 2006 draft, picks for the 2007 and 2008 drafts are eligible for trade.


    8.0 Draft Rules

    8.1 The Live Draft starts each season when the draft list is released on May 6. At the time the live draft starts, the MLB Remake Commissioner will slow all leagues to 4 sims per day. The sims will continue to run at 4 per day until all three (3) Remake leagues have completed the first round of the draft
    8.2 A Draft Board will be set up by the tier Commissioner or Committee members prior to, or immediately after, the release of the draft list.

    8.3 Once the Live Draft starts, there will be up to 12 hours for Owners to review the draft list. During this time, Owners are permitted to make a draft pick, but no owner will officially be on the clock.

    8.4 The 1st round will comprise 3 team blocks that will be on the clock for 24 hours, the draft board will be updated and PMs will go out for the next block of 3 at the conclusion of the 24 hours period.

    8.5 The 2nd round will comprise 6 team blocks that will be on the clock for 24 hours, the draft board will be updated and PMs will go out for the next block of 3 at the conclusion of the 24 hours period.

    8.6. If an owner fails to submit selections for the second round of the draft in a timely manner (or submits names of players who are not available), that team will be assigned an automatic default pick (the highest ranked player remaining on the draft default list). The Commissioner or any Committee member is authorized to assign a default draft pick as soon as an owner is on the clock for any draft pick if:

    A) The owner of the team on the clock failed to make a timely pick in the previous round of the draft; and

    B) Such owner has not made a post on the draft thread since the time he failed to make the draft pick.

    8.7 Failure to make a first round draft pick will result in a strike for the owner. Any owner that receives strikes in two consecutive seasons will be considered for removal from that team.


    9.0 CSFBL Bugs and Issues

    9.1 Any team owner who has discovered a bug in the CSFBL game must report it to the Board immediately, and also on the CSFBL Bugs forum.

    9.2 Any owner found to be intentionally exploiting a bug in the game will be subject to a warning, demotion, or, if the violation warrants, removal from the league pending Board vote. The Board must approve any punishment with a 2/3 majority vote.


    10.0 Broxton Memorial Award

    10.1 Once every five (5) seasons, the Remake Community will vote on one (1) member of the Remake Community who has showed great Community Spirit and Sportsmanship.




    Items in blue have been added as amendments to the original proposal following owner feedback, but should be considered a full part of the new rules for any further comments or for the final vote

    I know the Broxton award hasn't been used in some time but I would ask that it remain in the rules.

    I did some digging into Broxton and why this award became to be and he added a lot to CSFBL community during the growing years. He was very well respected and Brian even hard coded into the game that some of Broxton's former teams so that the team name cannot be changed.

    CSFBL is rich in history. I say we try to preserve the history as much as possible and keeping this award would help achieve that goal.

    +1 on keeping the award, and maybe even reviving it? why not? also it's probably never going to be used but it seems like we should keep the rule against bug exploits in the very unlikely chance that something does come up.

    I also want to add a big thanks to the commissioners, committee members, those running the drafts, etc. They are all thankless jobs and ReMake would not run as smooth (or at all!) without their participation.

    I think it makes sense to keep the bug issue in there, so I've slimmed it down and add it as a new section.

    We did have a discussion about the Broxton award when writing these new rules - the committee at that point felt probably none of the owners were aware/engaged with the award, and it was an extra layer of admin for an already stretched committee. But the fact that two of you have brought it up shows that there are still owners who want to see this continue, and I completely agree we want to keep history and tradition for as long as even a small handful of owners value it. I've also dramatically cut down my teams around the league recently and have enjoyed focusing more on fewer teams, and so I'm happy to take on running this award to get it up and running again. So I've added it to the proposed rules also as a new section.

    These show up as edits in the original post now, and so for all other owners looking at the rules and wanting to comment on them, they can do so as a complete package with the amendments included. I've done this as I don't feel there's any great controversy on these changes, and they're not deducting anything from the original proposal. I will note them when we vote though, in case there are owners who have read these rules already and decided not to comment, and then wouldn't realise anything had changed.
