I definitely wouldn't want it at any other point, because it defeats the purpose of the salary cap.

About that $30-40 million salary rule for the new league: I meant it more just for each team's salary at the creation of the league, but I think I'm just going to get rid of it. It's too much work to get everyone within a specific range, since you can only create teams once a week.
